President's Proposal
I am leading a social role in the President’s council on the planet Thorion. We have less then two years to prove that our planet deserves the Best Model Society Award. We are strong in science and in interplanetary relationships. However, we have weaknesses, such as our Eeks inhabitants living around wasteland who are unemployed and do nothing to contribute to Thorion’s economy. Such aspect falls under my authority and I am going to propose my plan considering Eeks in order to turn our weakness into strength in a short period of time. 
Eeks constitute six percent of our population which is about sixty-five thousand people. They are scattered around a territory of eighty thousand square kilometers of wasteland which is seven hundred kilometers away from Thorion center.Those people are uneducated, they do not wish to leave their land, and that is why they continue to live in bad conditions: their houses are dilapidated, they do not have enough food and clothes and their children are raised up in powerty. Up to this time there had been no actions from government towards improving life of Eeks, they have been left unnoticed as they have nothing to contribute to Thorion society. I have decided that we should help these Eeks. We need them and we will show them that they need us. My aim is to provide them with work which they are able to do; in return we will support them in building houses and establishing their new town.
My plan is to establish an “agricultural” region on the wasteland of Eeks. We will call it Eeksland. It would change Eeks` lifestyle, turn wasteland into producing land, provide food to Thorion planet, as well as to our neighbor-planets. All should start from the center. We will send the group of professionals to the most populated part of Eeksland and will invite the rest of Eeks there. There will be doctors to take care of sick children, older people and who will examine the whole population. There will be construction professionals who will teach and help Eeks to build houses and later other buildings. There will be a big number of specialists on latest-technology plant-growing and animal-growing. With new technologies and specialists it is possible to produce vegetables, fruits, grains in amount enough to feed Eeks, part of Thorion inhabitants and part of neighbour planets. Wasteland has enough land for animal growing which would provide meat, eggs, and dairy products. 
Compulsory products will be animal skin and wool: work for Eeks` wives. It will take six months to build “warm-houses” and “animal farms”, during this period Eeks will also get trainings by our professionals. After eight months all Eeks` families will get their new houses. The construction of houses, “warm-houses” and “animal farms” will be done half by us and half by Eeks. After the end of the construction our workers will leave the place. The process of growing and animal-breeding will be controlled by several supervisors. Eeks will be payed once they start to get harvests. This will allow them to buy things and improve the living of their families. After a year and two months we will be able to export Eeksland products to other planets and prove that they help to make our land richer. Later all the positions of supervisors will be taken by Eeks; their wives will partly work in agriculture and do the housework. In five to six years schools, hospitals, and markets would form.
Eeks are waiting for help. We will not ruin their life but we will help them to improve. To our help they should answer with understanding. They will share the success of our Best Model Society.
